Banks that have received federal bailout funds apparently think that the rules don't apply to them, unlike people who get emergency cash through a payday loan, who have to pay it back, and be accountable. When a normal person gets emergency cash, they have to be accountable, and pay it back – evidently the rules just don't apply on Wall Street.
